Terrorists’ interest in attacking theaters and similar mass gatherings.

(U//FOUO) An early April 2012 suicide bombing of a theater in Somalia and a violent extremist communication advocating attacks on US theaters highlight terrorists’ continued interest in attacking such venues. Although we have no specific or credible information indicating that terrorists plan to attack theaters in the United States, terrorists may seek to emulate overseas attacks on theaters here in the United States because they have the potential to inflict mass casualties and cause local economic damage.

(U//FOUO) These recent instances demonstrate that mass gatherings such as those associated with theaters likely remain attractive terrorist targets. We encourage facility owners and operators, security personnel, and first responders to remain vigilant and report suspicious activities and behaviors that may indicate a potential attack.

— (U//FOUO) Persons in crowded areas wearing clothing that is unusually bulky or atypical for the season, possibly to conceal suicide explosives or weapons.

— (U//FOUO) Persons asking about theater security screening and evacuation procedures.

— (U//FOUO) Packages—possibly containing explosives—left unattended in open areas or hidden in trash receptacles, lockers, or similar containers.

— (U//FOUO) Suspicious or illegally parked vehicles near a theater or where crowds gather prior to or following performances and events.

(U//FOUO) International terrorist groups and violent extremists have long shown interest in using fire as a weapon due to the low cost and limited technical expertise required, the potential for causing large-scale damage, and the low risk of apprehension. Recent encouragement of use of this tactic by terrorist groups and violent extremists in propaganda materials and extremist Web forums is directed at Western audiences and supports Homeland attacks.

— (U//FOUO) For terrorists, setting fires has several advantages over other methods of attack, including sustainability (duration of fire and long-term effects); the potential for casualties, economic damage, and wide media coverage; and the accompanying psychological effects of fear and terror.

— (U//FOUO) Recent posts to English-language violent extremist Web forums have encouraged individuals in the United States to start wildfires in the Homeland.

(U//FOUO) For at least a decade, international terrorist groups and associated individuals have expressed interest in using fire as a tactic against the Homeland to cause economic loss, fear, resource depletion, and humanitarian hardship. There is no evidence that international terrorist groups and inspired individuals are responsible for any purposeful destruction of public or private property by setting wildfires in the United States. Using fire as a weapon, however, is inexpensive and requires limited technical expertise, giving it a strong advantage over other methods of attack. Statements advocating this tactic are most often found on violent extremist Web forums and in violent extremist propaganda.

— (U//FOUO) On 6 February 2012, a purported violent extremist posted a message entitled “The Top 100 Targets in the United States” that noted “pyroterrorism is perhaps the greatest threat America has ever faced,” as perpetrators run a low risk of detection. The posting urges “pyroterrorists” to start forest and grass fires randomly to cause economic damage.

DHS claims terrorists want to attack theaters and similar venues based on “no specific or credible information”

Another day, another fear mongering report from the megalithic Department of Homeland Security (DHS), and this time it is almost more absurd than the previous laughable reports, if you can believe it.

While this isn’t as insane as the bulletins which actually stated that many common bodily movements and behaviors are indicators of terrorism, it is close.

The report, which is designated “UNCLASSIFIED//FOR OFFICIAL USE ONLY” (U//FOUO), originally published on May 17, 2012, cites a suicide bombing in Somalia in early April 2012 which targeted a theater as an indicator that the United States could experience similar attacks.

Note that U//FOUO means that some information “may be exempt from public release under the Freedom of Information Act” and is “to be controlled, stored, handled, transmitted, distributed, and disposed of in accordance with DHS policy relating to FOUO information and is not to be released to the public, the media, or other personnel who do not have a valid need to know without prior approval of an authorized DHS official.”

I do not think it is at all reasonable for the DHS to continue to create fear where none should exist, especially when they readily admit that such fear mongering is based on “no specific or credible information.”

It is just yet another attempt to create a climate of fear, paranoia and hostility among the American people where there really need not be any. Hopefully people will be able to see through these attempts as they never seem to relent in their frequency and ludicrousness.
