Building on previous research and in partnership with incarcerated student advocates and educators, we discovered a 100 percent default rate for student loan borrowers enrolled in Higher Education in Prison (HEP) programs operating within a number of correctional facilities on the east coast. Our investigation also found that the President’s student loan cancellation plan would be particularly beneficial to these incarcerated borrowers—94 percent of whom would see their debts totally erased under the plan."
